Oman has announced a landmark reform extending the validity of foreign residency cards from three to ten years—a major step aimed at strengthening its appeal to expatriates and investors. The decision, issued by Lieutenant General Hassan bin Mohsin Al Shuraiqi, Inspector General of Police and Customs, and reported by Atheer and Gulf News, amends the executive regulations of the Civil Status Law. This move simplifies renewal processes, reduces paperwork, and offers long-term security to foreign residents and their families.
Under the new rules, residency cards must be renewed within 30 days of expiry. The fee for issuance and renewal is set at five Omani rials per year, while replacement for lost or damaged cards costs 20 rials. Previously, cards were valid for only one to three years. By extending the period to ten years, Oman aims to make living and working in the country more convenient and attractive for professionals, entrepreneurs, and skilled workers.
In addition, Oman has expanded its cultural visa program to include spouses and first-degree relatives of the main visa holder, promoting stronger family and cultural ties. The government also recently granted citizenship to 45 individuals under the updated Omani Nationality Law, highlighting its openness to qualified and long-term residents.
The reform reflects Oman’s ongoing effort to attract global talent and build a stable, diversified economy aligned with Oman Vision 2040. For expatriates, it means fewer renewals, lower costs, and greater confidence to invest, work, and settle long-term in the Sultanate.
